The paper describes the reasons for the deplorable economic situation of Berezov in
the late 19th – early 20th centuries. Scantiness of the city budget impeded the control
of the territory and infrastructure development. It was often not enough funds for the
most urgent measures. The author of the paper considers the actions of the government, municipal government and society in solving this problem. However, the real economic basis for the development of the local economy was not created.
