The essential prerequisite for the international competitiveness of the national innovation system is creating and maintaining a high level of the competitive advantages of its key subsystem – the national system of higher education and, respectively, of all its components: universities, study areas, departments. Using the national educational diamond model, the authors of the paper provide a competitiveness analysis of the educational, research and innovation activities of the Department of Physics-chemistry and Microsystem Technique at the Saint Petersburg State Polytechnical University, which provides training in one of the fundamental directions of the development of modern science and technology – nanomaterials. Based on the research results, the development priorities for the elements of the educational constituent of the national innovation system are presented.
