Due to Russia’s accession to the World Trade Organization, small business may face
significant changes, both positive and negative. Adverse effects, which can result from
liberalisation of trading of goods and services and changes in the requirements for nontariff trade regulation, can be minimised or eliminated by means of a consistent and complex policy of institutional stipulation of new business conditions. This requires not only facilitation of adaptation of the existing economic forms and structures to the greater openness of the economy or reaction to emerging problems, but also an active focused state policy and institutional changes.
