Learned corporate behaviour of civil servants, norms of behaviour and the culture of
mutual relations with people are considered in the paper. The author analyses the ethical codes of conduct for civil servants, views in what way they serve as a basis for the formation of moral and ethical qualities in state civil service and suggests searching for optimisation ways if the codes are not effective in some cases.
