The concept “cluster” is deeply embedded in the economic vocabulary, the theory
and practice of economic policy. However, the questions of forming of the cluster
management system still remain uncovered. The author proposes his model of the
cluster management system and shows a number of functional issues of each of the
cluster management bodies.
