Vibrant civil society is a prerequisite for the rule of law, and it is impossible to build
democracy without it. The implementation of these objectives in terms of compliance
and enforcement of legal rights and freedoms of citizens is entrusted to the ombudsman institution that appeared not long ago in the Russian Federation. Restoration of violated rights and freedoms of citizens of the Russian Federation, foreign citizens and persons without citizenship is the prerogative of the ombudsman.
