The article raises an important problem of the modern Russian economy – the
establishment of small and medium entrepreneurship. The experience of state support of entrepreneurship in Russian regions is considered. The author of the article analyses the Programme “Th development of Small and Medium Entrepreneurship in the Ulyanovsk Region for 2011–2015” approved by the Government of the Ulyanovsk region with the purpose of support and development of small and medium entrepreneurship. The author studies an important problem of contemporary Russia – the development of small business, in particular, its support by the state.
