Factors of beautifiation of Western Siberia cities are studied in the article on the basis
of the systems approach and the theory of modernisation. The author analyses the main
factors of improvement: the government factor, urbanisation, human factors, treatment
of residents, force majeure, administrative status of a city, and distance from transport
routes. The author makes a conclusion about the great importance of the local government in the mechanism of interaction between society and state, which is able to inflence signifiantly the reduction of probability of social conflcts and establishment of the city economy adapted to local peculiarities.
