The paper examines the theoretical and practical aspects of using indicative planning for innovation development control in the region. Innovations and investment in fixed assets and consumer market are the dominants of the economic development of the regional economy. The desired state of the object in the long term is formed as a strategic objective of the region’s development. In this regard, the role of indicative planning increases in the formation of the region’s innovation development control system. The authors consider the features of indicative planning applied to the management of the regional innovation

process and develop a model of innovative development control in the region. The

model is based on the 4 blocks, which should be consistently implemented – exposure,

modelling, scenario, and evaluation. The authors give recommendations on forming the

system of indicators of the territory’s innovative development.
