Vladimir Provincial Provisional Executive Committee and Preparations for the Elections to the Constituent Assembly

Abstract. The main purpose of this article is to review the activities of the Vladimir Provin-
cial Provisional Executive Committee dedicated to the preparation of the province popula-
tion for the elections to the Russian Constituent Assembly. The Provisional Government,
formed after the February Revolution of 1917, claimed only temporary powers, intending
to transfer all the authority to the new government elected at the Constituent Assembly. To
do this, in turn, it was necessary to elect delegates from all provinces and military districts,
as well as to explain the importance of the Constituent Assembly election to the popula-
tion. As a local self-government body in the province, the Vladimir Provincial Provisional
Executive Committee assumed obligations to assist the Provisional Government in the
performance of its tasks.
