The necessity of the Russian oil refiing industry development is justifid in the paper;
factors that contribute to the low competitiveness of Russian oil refieries are identifid.
Thse factors include: the low depth of oil refiing, low quality of the main petroleum
products, signifiant depreciation of fied assets and non-optimal replacement of
oil refieries in Russia. The mechanism of state regulation of the oil refiing industry
development is proposed, and the balance of the government and investor economic
interests is represented.
