The “knowledge economy” concept is defied and the knowledge economy formation
process is investigated in the paper. In modern conditions, human capital becomes an
active basic element of the knowledge economy. The author proves that the integration
of human resources in the innovative development of the Russian economy under the
knowledge economy conditions should be implemented at all levels of state management of human capital in general and in the system of higher education in particular. The concept of innovation-oriented university establishment in the knowledge economy is introduced.
