The main vectors of the national policy development in the Russian polyethnic state
are considered in the article. Th author comes to the conclusion about the features of
the state approach formation in mutual relations with the peoples living in the newly
annexed territories of the Caucasus. Th emphasis is put on the importance of the
state confessional policy towards Islam aftr the annexation of the Kazan Khanate. Th
author highlights the unifid general concept of establishing links of the Center with
the associated national borderlands, which dates back to the era of Kievan Rus’, and at
the same time the specifi approach to particular ethnic groups. Th elements of the
historiographical debate about the intensive and extensive development of the Russian
multiethnic state are mentioned.
