The development of small and medium-sized businesses creates favourable conditions for a progressive economy, which affects the competitive environment, creates more jobs, reducing unemployment and social tension, and extending the consumer sector. These enterprises are characterised by reproducibility, despite the difficulties in the way of their development. The Russian authorities determine the development of small business as one of the “key objectives for the stable and long-term development of the country”, and small business is considered as a basis for the development of entrepreneurial activity.
