The article continues the theoretical and empirical studies on the psychology of
corruption and corrupt behaviour in the context of explaining the nature of corrupt
behaviour and search for its internal determinants. The article explains the concepts of
“corrupt behaviour”, “corruption pressure”, and “anti-corruption resistance”. Based on
the concept of “professional marginalism”, the author considers corrupt behaviour as a
consequence of marginalisation of civil servants. “Professional marginalism” is the main obstacle to corruption measures, and in the psychological plane – the main obstacle to the moral choice in professional conduct of civil servants.
