 The article analyses the content and results of the political and ideological campaign
that began in the Bolshevik Party after the publication of L. D. Trotsky’s letter “The
New Course” in December 1923. It is established that in the Urals the character of
discussion of the problems listed in the letter was directed by the party apparatus, which was able to represent the opposition as a factional group. In these conditions only the Chelyabinsk District Organisation of the Russian Communist Party (Bolsheviks) (RCB (B)) supported L. Trotsky’s appeal for liquidation of the apparatus bureaucracy. The article characterises motives for political behaviour of the Communists of the district and political events of the Central Committee and Ural District Commissariat of the RCB (B) aimed at discrediting opponents. The author comes to a conclusion that the opposition’s defeat resulted in dramatic consequences for the Bolshevik Party, which became a hostage of bureaucratic centralism.
