The article deals with the correlation of the legislation on the contract system of state
and municipal purchases with the notion “state sovereignty”. Analysing the doctrinal
studies of a state’s sovereignty and spheres of its manifestation, the author comes to
the conclusion that the legislation on the contract system of state and municipal pur-
chases is an integral part of the state sovereignty in the sphere of economy (economic
sovereignty). The article also discusses the issue of enforcement of the legislation on
the contract system of state and municipal procurement caused by its incorrect legal
identifi cation.
