The article highlights the importance of improving professional training of employees of the Federal Penitentiary Service of Russia. The stage of initial training of newly recruited staff is significant for the penal enforcement system modernisation. The employee training programme as a description of upcoming activities includes several stages. Each stage is characterised by a purpose, specific tasks, a forecasted zone of proximal development, specially designed content of education, active means of instruction, and corresponds to special pedagogical conditions.
