At the beginning of the 19th century the Russian authorities faced a number of problems associated with the integration of the multi-ethnic Caucasian territories forming part of the Empire at the turn of the 19th century. The government encountered a serious problem of constructing a special national policy for the peoples inhabiting the North Caucasus. The article examines the impact of such an important factor as the Caucasian War on the implementation of the state national policy in the region. Of particular importance in these developments is the philosophical-historical problem of the role of personality in history, considered through the example of Imam Shamil, and Russian relations with the leader of Caucasian mountaineers.
