Higher education management in Russia is currently characterised by the uneven
distribution of institutional determinants and the bias towards control, caused by the
lack of clear development purposes and measurable indicators of goals achievement. In this regard it is important to include higher education into the social system and bring its management in line with the goals and objectives that are preferred for the development of society.
