The Problem of Mantaining Balance Between the Working Hours and Resting Time in the GULAG’s Manufacturing Sector in the Russian European North

 The article explores the capacity of the GULAG system to effectively control time management of production processes and the resting time of inmates. By analysing extensive statistical data, the author concludes that throughout the period of functioning of the productive sector of the People's Commissariat of Internal Affairs/Ministry of Internal Affairs the largest losses of work time were caused by the growing number of sick inmates released from work. Down time, transfer of inmates, and the refusal of prisoners to work have all had a negative impact on the management of the working time balance. Hidden down time associated with inefficient planning, lack of tools, late deliveries had a significant impact on the final results of production activities. Wasteful, arbitrary attitude to the management of the prisoners’ working time and resting time significantly reduced the mobilization potential of the GULAG system, both on the regional and the national level.
