The article analyses the need to broaden the spectrum of action of the integrative ap-
proach and to use it as a key factor in optimisation of cooperation between countries in
order to improve the grounds of the multicultural competence formation. The experience of the Russian and German higher educational institutions is shown. The integrative model of the development of the multicultural education system is presented.
