FORMATION OF MORAL AND PSYCHOLOGICAL READINESS FOR OBSERVANCE OF NORMS OF INTERNATIONAL HUMANITARIAN LAW IN THE COURSE OF COMBAT TRAINING OF MILITARY PERSONNEL

 The paper covers the major factors of a fighting situation that influence the violation
of norms of international humanitarian law by military personnel. It is formulated
that moral and psychological readiness of military personnel for observance of norms
of international humanitarian law in the course of conducting combat operations
is a condition of consciousness and mentality of military personnel reflecting their
determination, activity, mood and mobility at performance of fighting tasks without
violation of laws and customs of war. It is defined that formation of this readiness
assumes preliminary special moral, psychological and military vocational training of
military personnel, and also optimum use of opportunities of moral and psychological
ensuring of military operations. The authors give recommendations on the formation
of moral and psychological readiness of military personnel for observance of norms of
international humanitarian law in the course of combat training.
