The search for a dialogue between the state and society in the issue of protection of
cultural values is an important problem of modern Russia. Whereas certain principles of interaction between state and public initiatives are developed in the sphere of protection of monuments and national cultural heritage, many problems still remain in protection of movable cultural values – works of art and antiques. Numerous problems are connected with the status of movable cultural values, first of all, collectables and antiques in private ownership.
