The author focuses on the discursive space “scholars – bureaucracy”, which covers the
social environment of the dissertation councils, normative documents and discursive practices of organising the activity of dissertation councils. The theoretical framework of the study is Michel Foucault’s theory on the distribution of power in the society through discursive practices. The author comes to the conclusion that under the continuing hegemony of power over knowledge, intellectuals have an extremely limited choice in fulตlling their potential. Importantly, the university community widely applies simulation practices of academic activity. It should also be noted that dissertation councils require more young and active scholars. The author sees the way out of the “state of simulation” in deconstructing the existing discourse “from within” through creating an alternative active discourse by Russian intellectuals.
