Being an important element of any social system, the government creates opportunities
to infl uence various processes taking place in it. This is refl ected in the reallocation of
existing resources, resulting in a change in the balance between the elements of the sys-
tem. This possibility is an objective basis for the interpretation of power as a two-fold
element. Being a source of changes in the processes occurring between the components of a particular social system, at the same time it acts as a force infl uencing these transformations. Finding the theoretical basis in the works of well-known sociologists, the analysed problems seem to be an objective element of social reality.
