The article considers the features of the organisational and legal mechanism for
environmental protection in a city, and determines its place in the system of mechanisms
ensuring a favourable state of the environment and the quality of human life. The
author identifi es the specifi cs of environmental management in a city and conditions
for its effectiveness, determines the main trends of its development and directions of
improvement in the light of national goals and tasks identifi ed by the President of the
Russian Federation. The author comes to the conclusion about the inevitable transition
of environmental management in cities to management of sustainable development of
cities. For this, it is necessary to orient the legislation of the Russian Federation and
law enforcement practice on positive foreign experience in managing ecologically
sustainable and competitive cities, taking into account local conditions.
