The article discusses the problem of legitimacy, as well as the lack of the possibility to
appeal in court against acts drawn by a body of control and accounts based on the results of control measures that are not of the authoritative nature. The author of the article makes an attempt to eliminate the gaps in the legislation by adjusting some of its provisions.
