The article discusses the activities of universities in the glocal context of designing and
implementing international joint educational programmes. The glocal context of higher
education emerges as a result of the transformation and convergence of transnational
(global), national, and local levels of universities’ activities. The goals and motives of
actors of global, national and local levels are defined, and the specificity of universities’
activities in the process of designing and implementing international joint educational
programmes is described.
