EVALUATION OF ACCESSIBILITY AND QUALITY OF HIGHER EDUCATION FOR PERSONS WITH SPECIAL NEEDS AND DISABILITIES IN RUSSIA

The article analyses the system of inclusive higher education in Russia in the context
of the conducted monitoring, with the aim of evaluating its quality and accessibility
for persons with special needs and disabilities. The actualisation of the basic ideas and
approaches discussed in the article is based on the strategy of the state policy in the
sphere of promotion of inclusive higher education trends and analysis of educational
institutions for training of persons with special needs and disabilities, as well as surveys
of employed graduates. The presented analytic materials are the result of testing of the
initial monitoring, which was developed by the team of Kozma Minin Nizhny Novgorod
State Pedagogical University and which passed the all-Russian examination. The authors
provide references to current practices of education of persons with special needs
and disabilities in Russian universities, describe basic problem points, and suggest tasks
on provision of availability and improvement of quality of higher education for students
with special needs and disabilities.
